This is dumb, agreed. But Union HRD Minister Kapil Sibal bears the most striking resemblance to Peter Pettigrew (a.k.a. Wormtail-Harry Potter, remember?) I have ever seen before. (I see people who look like this very often, trust me on this). I guess this character has not been played by Timothy Spall, as wiki tells me, but Kapil Sibal wearing make-up and a long, flowing blonde wig.
